Mihal Ramač rođen je 1951. u Ruskom Krsturu. Klasičnu gimnaziju i licej završio je u Rimu, diplomirao istoriju na Filozofskom fakultetu u Novom Sadu. Bio je novinar listova „Ruske slovo“ i „Dnevnik“, dopisnik Radija Slobodna Evropa i agencije Ukrinform, glavni i odgovorni urednik dnevnih listova „Naša Borba“, „Vojvodina“ i „Danas“. Živi u Petrovaradinu. Objavio je sedam knjiga pesama na rusinskom jeziku. Autor je scenarija za sedam TV serija o devedesetim godinama XX veka. Zajedno s bratom Jankom preveo je s helenskog na rusinski „Bibliju“ (2019). Preveo je na rusinski i s rusinskog na srpski tridesetak knjiga poezije i proze, u periodici dela nekoliko desetina jugoslovenskih i svetskih pesnika. Knjige eseja: „Povest o početku kraja“ (2002), „S one strane snova“ (2003), „6. oktobar“ (2008), „Zov vedrih vidika“ (2018) i „Dunavska rapsodija“ (2018).
